NATIONAL COLLECTIVE BARGAINING AGREEMENT FOR EXECUTIVES OF THE COMMERCIAL SECTOR ON WELFARE

  1. DISCIPLINE AND NEW PLATFORM

The amendment to the NCBA provides for the establishment of a minimum credit to be given to all executives in the two-year period 2024 – 2025 of the amount of 1.000 euros per year per executive.

Therefore, the company will be automatically enrolled to the tertiary executive welfare platform (so called “CFMT platform”), so as to comply with this new regulation over mandatory welfare. 

  1. Destination and access to CFMT services

CFMT manages Platform and there is no additional cost to the company. The activation of the platform is scheduled to begin in January 2024.

Beginning January 15 of each year, executives will be able to use their welfare credit by allocating it to one of the following services as provided for by NCBA:

  • Payment to the Mario Negri Fund;
  • Activation of prevention packages for family members through some healthcare facilities affiliated with Fasdac and present in CFMT platform;
  • Purchase of supplemental coverage at Fasdac for the executive and family members with the Carlo De Lellis Health Fund;
  • Purchase of training courses for family members, including non-cohabiting family members.
  1. Welfare credit for executives

The welfare credit is payable to all executives with permanent, fixed-term or part-time contracts.

In case of newly hire or appointing during the year, whether on a permanent or fixed-term contract, the welfare credit will be prorated in twelfths, based on the months of service in the relevant year.

Welfare credit not spent by the executive during 2024 will not be lost, but it will be carried over into the following year. Conversely, in the event of termination of employment for any cause, the credit not yet spent by the executive will be reset to zero.

  1. Inclusion and how welfare credits is administered

There is no administrative burden on companies; in fact, the credit will be automatically entered on the CFMT Platform on January 1 of each year for each executive in force, who can start spending it from today’s date, January 15.

Upon the executive’s choice of credit allocation, in whole or in part, for the planned services, the company will be notified of the executive’s choice and directions for payment of the corresponding amount.

The payment of the requested service by the company should then find evidence in the executive’s pay slip according to the relevant regulatory provisions.

  1. Increase in welfare credit

The employer is free to credit in the CFMT Platform amounts in addition to the contractual minimums provided for by the NCBA by signing a special company regulation. The increased welfare credit can be enjoyed by executives in force in the same way by choosing from the welfare services contractually present on the platform.

  1. Enrolment and access to the Platform

Enrolment in the platform is done automatically as data on managers will be acquired directly from the information systems already in place within the contract system.

Access to the platform is possible through the CFMT restricted area, the username to log in is the AZI code (already used for the restricted area of other welfare agencies), however, to set the password it is necessary to follow the directions that will be provided via e-mail by CFMT to company contact persons.

Access to the Platform allows:

    • To managers: view the credit present and choose how to allocate it among the services present.
    • To the company: take a look at the present credit status for all managers in force.
